I think that those little rocks are images of Jizo, the guardian of children. Those who have lost their children, born and unborn, put the little aprons or caps on to represent the lost child. Have very much enjoyed your photos of Japan - and especially those of the sakura. Lovely. Mary
I wondered if it was a variety of yarn bombing but seeing Mary's comment and given the fact that the bibs are all the same , could it be a tiny memorial for some poor couple's failed IVF attmpts ?
Maybe it was a group of babies who looked Medusa in the eye!
